Tangy Chicken

1 lb chicken, cubed
1/2 c flour
1/2 t salt
1/4 t pepper
1-2 T oil
1 cup ketchup
1 cup water
2 celery stalks, chopped
2 T brown sugar
Hot cooked rice (Jasmine rice is best)

Mix flour, salt and pepper. Coat chicken in flour mixture and fry until done in oil. Add remaining in gredients and cook until thick and bubbly. Serve over hot cooked rice. Serves 4-6.
